How it works
Opt in
Participation is give-to-get and requires a site owner.
Contribute evidence
Fraud feedback, cluster labels and usage flags can contribute eligible historical verifies.
Check other owners
Two distinct other owners must report a matching key before it adds a reason.

- Off by default. Contribution and lookup recheck current consent. Demo and test sites do not participate.
- Reports expire after 90 days. A single owner, including multiple sites they own, cannot satisfy the two-other-owner threshold.
- Shared keys use domain-separated HMAC hashes. Raw identifiers, visitor ids and IP keys are not shared; common freemail domains are excluded from domain keys.
- Each owner can insert or refresh at most 1,000 key reports in a rolling day. One event can contribute several key rows.
- A network failure adds no reason and does not fail verification. Hash matches are evidence; they are not a global ban list.
